This award bears a very low serial number 5228 and was issued to Gogzuldinov Rufim Mikhailovich, a GPU-NKVD-KGB colonel and intelligence officer who operated as a Soviet spy in Iran and Turkey. The original award was first issued in the early 1930s while he was conducting espionage abroad. This re-issued award and ID book were granted in May 1955, upon his return to the Soviet Union.
